My Lord:-
I have the honour to bring to Your Lord-
ship's notice the hostile operations against the
United States of what is known as the Philippine Junta
in Hong Kong.
My Government is advised that the remnant
of hostile opposition to its authority in the Philip-
pine Islands derives its main encouragement and the
elements of coherence from the aid and direction
of this so-called Junta in Hongkong. My Government
has abundant ground for the belief that this Junta
does not confine its operations within the limits
prescribed by international law, but is abusing the
tolerance shown it, and is using the territory of
Hong Kong as a base of active hostility against the
Government of the United States to an extent calling
